Abstract

The ultraliberal vision of the governments of Michel Temer and Jair Bolsonaro, in the context of economic recession between 2016 and 2019, materialized austerity policies and acts  of government that resulted in the process of dismantling the Family Health Strategy of Primary Care of the Unified Health System (SUS). The text discusses the necessity for the militancy of the SUS, in its several spaces, to open a space of dispute for the hegemony of the Strategy. Our argument is that the victory of democracy in the 2022 national elections triggered a fertile ground for the incorporation of bases for a new pari passu consensus to the disaggregation of the network of consensuses presented in Primary Care by the two previous governments. From a historical perspective, we present a sense of life in dialogue with elements of the construction process of the SUS and an ethical reading of the Family Health Strategy. The hypotheses were conceived accordingly with the fundamentals of Collective Health and the theoretical construct of federalism. We share contradictions and possibilities.
