Home Care and Primary Health Care in coping with the Covid-19 pandemic: analysis of an experience

Introduction: The management of the Covid-19 pandemic has required the Brazilian health system to undergo numerous reorganizations to mitigate a possible collapse in the face of the abrupt increase in cases. Objective: To analyze the interrelationship between Primary Health Care and Home Care in the organization of this type of care to cope with the pandemic. Methods: This is a descriptive and analytical study with a qualitative approach and interviews with fourteen Primary Health Care and Home Care workers from one municipality. The analysis followed Ricoeur's hermeneutic theoretical framework. Results: Team flexibility was identified to avoid disruption to home care. Strategies to create and maintain home care were described, even in the midst of an unfavorable scenario. Staff initiative contrasted with management decisions that deflated primary care and reduced the number of active Community Health Agents, making management in the area difficult. Conclusions: As strategies for coping with future public health emergencies, we conclude that it is necessary to take advantage of the existing potential - such as territorial distribution, care close to home and attachment to users - that teams such as Primary Health Care and Home Care offer, and even reinforce these actions, rather than the other way around.
