SOCIAL PARTICIPATION IN THE FORMULATION OF PUBLIC POLICIES IN HIGHER EDUCATION: THE CASE OF THE FEDERAL UNIVERSITY OF ALAGOAS

Abstract: This article deals with a documental and bibliographic analysis that presents data referring to social participation in the formulation of public policies in higher education. The study aims to analyze social participation in the formulation of public policies. The research was carried out with a qualitative approach, seeking to analyze the subject in question from documents and scientific articles already published. The spaces of participation of civil society in the public policies of the university were evaluated, what are these spaces and how this participation takes place. The results of this research show that there is an initiative to include civil society in the management planning and formulation of public policies, but it is still incipient, since there are few channels of participation, and in addition, the contributions made still pass through the appreciation of CONSUNI. The study has research limitations considering that there are few studies on the topic involving higher education and the information on the university's institutional website does not contain extensive information on how participation itself occurs. For future research, it is suggested that an in loco research be carried out, with people who are involved with the participation instances and with university managers in order to better understand how the whole process occurs and what are the current benefits and needs in order to contribute to expand such participation.
