Abstract

The sustainability of tourist destinations must consider social participation in municipal public tourism policies. Social control of public management is essential for the effectiveness of these policies. The needs and aspirations of residents must be incorporated, promoting tourism that benefits local actors. Community participation in decision-making is crucial to create strategies that value the cultural, natural and social heritage of the localities, in addition to promoting local responsibility and commitment. This article analyzes the need for social participation in public tourism policies in Congonhas/MG, highlighting participatory spaces, challenges and potential benefits. With a qualitative and exploratory approach, the bibliographic research and case study seek to understand the instances of social participation at the municipal level. It is intended to contribute to the literature, offering recommendations for more democratic decisions and alerting about the importance of popular participation in participatory instances.

Ceumar Mendonca, Universidade Federal de Ouro Preto

Master's student in the Graduate Program in Tourism and Heritage at the Federal University of Ouro Preto/MG. In the line of research: Tourism, public policies and regional development. Scholarship holder in the project (CNPq): Public Tourism Policies in the Cultural Heritage of Humanity on the Estrada Real (Brazil): analysis of the social networks of stakeholders determining sustainable local development, Worked as a research assistant in data production, from 20/09/2023 to 20/10/2023, in the project "National Council for the Environment: institutional architecture for a more representative council", carried out by the Brazilian Center for Analysis and Planning – Cebrap. Graduated and licensed in Social Sciences from the University of São Paulo (2015). In graduation, he worked as an autonomous researcher with the Center for Metropolitan Studies/CEM and Research, Innovation and Dissemination Centers/RIDC, in the research: "Political Inequality and Extra-Parliamentary Representation".

Ana Vieira, Universidade Federal de Ouro Preto

Master in Tourism and Heritage - Federal University of Ouro Preto (UFOP). Postgraduate "latu sensu" in Management of Historical, Cultural and Environmental Heritage, with emphasis on Tourism - CEPEMG and Newton Paiva University Center; Graduated in Letters - Faculty of Philosophy, Sciences and Letters of Congonhas - UNIPAC; Free Course in Art History - Guignard School. Executive Secretary of the Association of Historic Cities of Minas Gerais (2009 to 2023); Member of the State Council of Tourism of Minas Gerais (2011-2023); Project director and founder of the Mêmore Association - Artistic and Cultural Production since 2010. He has experience in the preparation and execution of projects in Brazil and abroad in the areas of tourism, heritage, culture, creative economy and public policies with an emphasis on regional development plans (consulting and advice in workshops, lectures, seminars, panels, forums, meetings, festivals, conferences and workstations). Facilitator for the elaboration of the Action Plan of the PAC Historical Cities in 21 municipalities of Minas Gerais (2009). She was co-founder of the Villages and Farms Circuit; Counselor of the Gold Circuit for 9 years and president of COMTUR of Congonhas - MG for 2 terms. In Congonhas, she held the following technical and administrative positions: CEO of FUMCULT - Municipal Foundation of Culture, Leisure and Tourism; Municipal Director of Tourism; Technical Coordinator of the Tourist Information Center; Technical Coordinator of the Museum of Sacred Art; Library Assistant; Teacher. She is currently a researcher with a technical support grant in extension in the country in force at CNPQ - Call n 40/2022- Line 3B - Network Projects - Public policies for human and social development, with the project "Public Tourism Policies in the Cultural Heritage of Humanity on the Estrada Real (Brazil): analysis of the social networks of stakeholders determinants for sustainable local development".

Marcos Knupp, Universidade Federal de Ouro Preto

Associate Professor at the School of Law, Tourism and Museology (EDTM), Graduate Program in Tourism and Heritage (PPGTURPATRI) and Tourism Course, at the Federal University of Ouro Preto (2010). Dean of Extension and Culture at the Federal University of Ouro Preto (2017-2022). Post-doctorate in Public Administration from the Federal University of Viçosa (2016) and Post-doctorate in Political Science from the Universidad Complutense de Madrid (2017). PhD in Political Science from the Federal University of Minas Gerais (2014) in the line of State, Modernization and Public Policies. Master in Administration from the Federal University of Lavras (2010) in the line of Organizations, Strategy and Management, where he worked with Social Networks and Public Tourism Policies. Bachelor in Tourism from the Federal University of Ouro Preto (2005).Member and president of councils, university (University Council CUNI/UFOP 2017-2022) and academic (Superior Council of Extension and Culture CONEC/UFOP 2020-2022), of public policies (State Council of Tourism 2014-2016, 2022-current), Municipal Council of Economic Development of Ouro Preto (COMDES 2022-current). Technical consultant with work in the preparation of Plans, Programs and Projects, as well as in the preparation and implementation of public policies, municipal management, tourism policies and creative economy. Advisor of the Junior Tourism Company (COMPLETUR 204-2016, 2022-current). Organizer and lecturer of international, national and regional events, such as the Winter Festival of Ouro Preto, Mariana and João Monlevade, (2017, 2018, 2019, 2022), International Conference of the UNESCO Chair in Public Policies and Creative Economy (2022), National Meeting of Tourism Students (ENATUR 2021, 2022), Brazilian Tourism Symposium (SIMPOTUR 2014), among others. Guidance and coordination of research and extension programs and projects, contributing to the training of personnel at the master's and undergraduate levels, research and extension scholarship holders since 2010. He has experience in the area of Tourism and Creative Economy, with an emphasis on Public Policies and Governance, Regional and Local Sustainable Development, Public and Private Management. He works mainly on the themes: tourism policies and creative economy, public management of tourism and creative economy, tourism enterprises, network analysis and planning and organization of events.
