O processo seletivo de Leitores Guimarães Rosa: especificações dos editais e percepção de candidatos sobre critérios de avaliação

This study investigates the selection criteria of the Ministry of Foreign Affairs’ Guimarães Rosa Lecturers after a period without publication of notices (2015-2018) and the publication of the notice nº. 37/2018, a milestone in the restructuring of the Lectureship Program. A progressive reduction has been observed in both the number of applicants and the number of candidates approved in each subsequent notice (nº. 29/2019, nº. 9/2021, nº. 36/2022). While the increased demand for higher qualifications from professionals may justify the decrease in the number of candidates meeting the selection requirements, the primary objective of this study is to comprehend why Brazilian professionals, despite being qualified, are increasingly less successful. First, a comparison of the aforementioned notices, highlighting critical aspects and significant changes in their contents, was conducted. Moreover, questionnaires were administered to candidates who applied for the notices between 2018 and 2022. In response to the reported sense of injustice among certain candidates, this article aims to enhance the selection process by proposing a new Merit Analysis Chart for scoring and evaluating Guimarães Rosa Lecturers’ candidates. This research sheds light on deficiencies in the design of the evaluation criteria for candidates, as applied by the Coordination of Superior Level Staff Improvement, responsible for the Lecturers’ selection.
