Development of an Ecosystem for Basic Education Data Management in Paraíba

Abstract

The article aims to present the construction of the Basic Education Data Ecosystem of the State of Paraíba (Ecoedu.PB), a tool developed to contribute to evidence-based educational management. Methodologically, data were compiled from official databases such as Microdata from the Basic Education Census, the Basic Education Development Index (IDEB) of the National Institute for Educational Studies and Research Anísio Teixeira (INEP/MEC), and Sociodemographic and Educational Data from the Brazilian Institute of Geography and Statistics (IBGE), covering the period from 2010 to 2021. The data were organized, processed, and systematized using Business Intelligence (BI) concepts and presented in interactive dashboards containing educational indicators for Basic Education in Paraíba at interstate and intra-state levels: Dropout Rate, Approval Rate, Failure Rate, Age-Grade Distortion, INSE (Socioeconomic Level Indicator), Education Census (sub-indicators: Staff and connectivity; Gender, race, age range, and shift; Interstate and intra-state indicators; Enrollments, teachers, and classes); IDEB; and Higher Education Indicators. This work provides a practical and social contribution as it helps educational managers and researchers consider policies and actions to improve basic education, and it may also inspire and serve as a reference for other states and researchers to develop technological solutions for this purpose.

Author Biographies

Uyguaciara Veloso Castelo Branco, Universidade Federal da Paraíba

Graduate in Psychology (Bachelor's and Training) from the Federal University of Paraíba (1991), Master's in Education from the Federal University of Paraíba (1995), and PhD in History from the Federal University of Pernambuco (2004). She completed a Postdoctoral internship at the University of Valencia - Spain. She is a Full Professor at the Federal University of Paraíba, working as a professor in the Graduate Program in Public Policy, Management, and Evaluation (PPGAE5), at the Professional Master's level. She is a researcher in the field of History of Education, with an emphasis on Higher Education in Brazil, focusing primarily on the following topics: Evaluation, Higher Education in Brazil - Northeast Paraíba, Access, Retention, and Inclusion in Higher Education. She coordinates the Center for Studies and Research in Education and Society (NEPES). She was part of the Research Project on Retention and Dropout in Higher Education: Interfering Factors, Interfaces with Public High Schools, and Possibilities for Advancing Public Policies (FAPEMAT). She is a member of the Universitas/BR Network (Axis 5). She was part of the project "Higher Education Map in Paraíba: analysis of the public and private sectors" (UNIVERSAL CALL MCTI/CNPq No. 01/2016), coordinated by Prof. Dr. Adriana Valéria Santos Diniz. She also participated in the Ecosystem for Management of Undergraduate Programs at Federal Institutions of Higher Education (EcoGrad) project: Development and sharing of methodologies and management tools aimed at qualified access, retention, graduation, and employability of undergraduate students at Federal Institutions of Higher Education (IFES), under the coordination of ANDIFES-COGRAD. She coordinated the project Ecosystem for the Management of Basic Education in the State of Paraíba (EcoEduPB): Innovation and development for educational management based on data, funded by Call No. 35/2021 SEECT/FAPESQ/PB - SCIENTIFIC RESEARCH APPLIED TO PUBLIC BASIC EDUCATION IN PARAÍBA.

José Jorge Lima Dias Júnior, Universidade Federal da Paraíba

PhD in Administration with an emphasis on Innovation and Knowledge from the Federal University of Paraíba, with a sandwich period at the Faculty of Psychology, University of Lisbon (ULisboa / Portugal). Master’s in Computer Science with a concentration in Software Engineering from the Federal University of Pernambuco. Bachelor’s in Computer Science from the Federal University of Paraíba. Professor in the Department of Exact Sciences (2009 - 2017) and currently a professor in the Department of Administration at UFPB (2017 - present), working at the intersection of Computing and Administration, in the fields of Information Systems and Information Technology. Collaborating professor in the Graduate Program in Administration (PPGA) at UFPB. Founder and Leader of the Management & Data Intelligence Laboratory (LAGID). Previously worked as an Information Technology Analyst at Dataprev (2006 - 2009), participating in various IT projects as a business analyst and systems analyst. Has held various management roles within UFPB, including: Coordinator of the Information Systems course (2010 - 2013), Systems Development Coordinator at the Distance Education Superintendency (2013 - 2018), Deputy Director of the Distance Education Superintendency (2018 - 2020), Coordinator of the Undergraduate Data Observatory at the Dean of Undergraduate Studies (2019 - 2020), and Deputy Coordinator of the Open University of Brazil (2020 - 2021). Focuses primarily on the areas of Disruptive Innovation, Project Management, Information Systems, and Data Intelligence. Has been coordinating and participating in research and innovation projects with technological transfer promoted by public and private institutions.

Edineide Jezine, Universidade Federal da Paraíba

Holds a Bachelor's degree in Pedagogy from the Federal University of Amazonas (1988), a Master’s in Education from the Federal University of Paraíba (1997), a PhD in Sociology from the Federal University of Pernambuco (2002), and completed postdoctoral studies at the Lusophone University of Humanities and Technologies - Lisbon/PT (CAPES/FCT - 2010/2011), with an academic period at the University of Valencia (Spain, 2011). Full Professor at the Federal University of Paraíba, involved in teaching, research, and extension activities at the undergraduate and graduate levels. CNPq productivity scholarship holder, PQ/2. Served as coordinator of the Forum of Graduate Program Coordinators in Education in the Northeast Region (ANPED/FORPRED/NORTHEAST) and of the Graduate Program in Public Policies, Management, and Evaluation of Higher Education (PPGAES/UFPB - 2017-2020). Participated as an associate researcher at the Center for Interdisciplinary Studies in Education and Development (CEIEd/UHLT/Pt). Member of the National Research Network Universitas/Br, and coordinator of AXIS 5 - Access, Retention, and Dropout (2021/2023). She coordinates GT 11/ANPED - Higher Education Policy (2021/2023) and the research project CNPq/MCTI/FNDCT Call No. 18/2021 - Track B, "Access, Retention, and Dropout in Higher Education: Policies and Practices in Institutions and Trajectories." Additionally, she was a scholarship member of the project "Basic Education Management Ecosystem of the State of Paraíba (EcoEduPB): Innovation and Development for Data-Driven Educational Management" (FAPESQ/PB) and the CECAMPE NORDESTE Project. PDDE Integrated Actions (FNDE/UFPB). Her publications and work focus on the following topics: Higher Education Policy; Social Inclusion and People with Disabilities; University Extension; Popular and Rural Education.
